Kazakhstan continues to refine regulation of one of its key economic sectors — uranium subsoil use. The Atomic Energy Agency of the Republic of Kazakhstan has drafted an order proposing unified requirements for the content and form of work programs under uranium exploration and extraction contracts. The document aims to establish a standard approach to drafting such programs and to implement existing legal norms, reports infohub.kz.
The draft order “On Approval of the Content and Form of the Work Program for Uranium Subsoil Use Contracts” was developed by the Atomic Energy Agency in accordance with Paragraph 13 of Article 278 of the Code of the Republic of Kazakhstan “On Subsoil and Subsoil Use.” Under this provision, the competent state authority determines the content and form of the work program.
The rationale for the development was a government resolution dated August 4, 2025, No. 588 “On Measures to Implement the Decree of the President of the Republic of Kazakhstan dated March 18, 2025, No. 818.” That resolution designated the Atomic Energy Agency as the competent authority for uranium exploration and extraction subsoil use matters.
The draft order approves the content and form of the work program, which is a key document in the execution of uranium exploration and extraction contracts. It sets uniform requirements for its preparation, aiming to ensure a standardized approach to drafting and fulfilling contractual obligations in the uranium industry.
The new requirements are expected to improve regulatory oversight in subsoil use and enhance transparency in the preparation and management of uranium exploration and extraction projects. The order will take effect from the date of its official enactment and become part of the ongoing development of state governance in mineral resource management.
