Kazakhstan is refining its higher education legislation: the Ministry of Science and Higher Education has drafted an order that, for the first time, details the procedure for recognizing branches of foreign universities and international educational institutions operating in the country. The new rules aim to create a transparent framework for their operations, attract global education projects, and enhance the investment appeal of the nation's higher education system, reports the website infohub.kz.
The ministry prepared a draft order entitled "On Approval of Rules for Recognition in the Republic of Kazakhstan of Branches of Foreign Organizations of Higher and (or) Postgraduate Education and Foreign Educational Institutions Engaged in Educational and Research Activities in the Territory of the Republic of Kazakhstan."
The document establishes the procedure and mechanism for recognizing branches of foreign universities and foreign educational institutions conducting educational and research work in Kazakhstan.
Additionally, the draft defines requirements for the recognition process and regulates its key stages.
According to the explanatory note, the primary goal is to create a favorable legal environment for the operation of branches of foreign organizations of higher and postgraduate education, as well as foreign educational institutions.
At the same time, the document aims to implement provisions of existing Kazakh legislation and improve mechanisms for recognizing foreign educational organizations.
The approval of the new rules is expected to make the recognition process more transparent, understandable, and uniform for all participants in the educational process.
The ministry believes that implementing the project will further improve the legal regulation of branches of foreign universities operating in Kazakhstan.
Moreover, the new norms should increase the investment attractiveness of higher education, create additional conditions for attracting leading foreign universities, and expand international cooperation in education and research.
The draft's authors also emphasize that adopting the order will be another step in developing a modern, open, and competitive higher education system in Kazakhstan.
