Astana's Urban Renewal: Old Homes Demolished for a New Cityscape by 2030
Astana is embarking on an ambitious urban renewal program, set to reshape the capital city by 2030. The Astana City Maslikhat has approved a new housing modernization plan that will see old and structurally unsound buildings demolished, with residents relocated to new homes. This initiative aims to revitalize older districts and significantly alter the city's architectural appearance.
Revitalizing the Cityscape and Infrastructure
The core objective of this program is to rejuvenate parts of Astana, creating a more comfortable and secure living environment for its residents. Rapid population growth and increasing strain on infrastructure have made this modernization necessary. Astana's population reached 1.2 million by the end of 2021, surpassing projections for 2030. By early 2025, the city's population is expected to be around 1.5 million, with forecasts suggesting it could reach 2.3 million by 2035.
In response, authorities plan to not only develop new districts but also actively redevelop existing ones. Currently, Astana has 3,636 multi-apartment buildings. According to city administration data, 200 of these buildings require major repairs, and 288 elevators need replacement.
Relocation from Hazardous Buildings
A project to renovate hazardous residential buildings in Astana has been underway since 2013. During this period, residents of 282 dilapidated buildings, comprising 4,312 apartments, have been moved to new housing. The program is now expanding, with plans to relocate residents from an additional 206 hazardous buildings, affecting 4,710 apartments.
Furthermore, technical inspections conducted in 2024-2025 identified 28 more buildings as hazardous. Another 36 buildings have been recommended for restoration work.
Who is Included in the Renovation?
The modernization efforts extend beyond just old apartment blocks. As part of the comprehensive redevelopment, the following structures may also be demolished:
Additionally, plans include upgrading essential engineering networks such as water supply, heating, sewage, and gas systems throughout the capital.
Updating the Architectural Image
A crucial aspect of the program is the establishment of a unified architectural style for Astana. The facades of 183 buildings have already been identified as needing renovation. While design documentation is being prepared for some structures, work has already commenced on others. Moving forward, all new projects in renovation zones must comply with Astana's specific design code.
The Role of Private Investors
To implement the program, authorities are actively seeking the involvement of private construction companies. The master plan for development until 2035 designates 2,582 hectares as priority renovation areas. Currently, 16 private construction companies are participating in the development of these territories.
Residents of hazardous buildings will receive apartments of equivalent or larger size, with at least one additional room compared to their previous homes. Owners of commercial properties may be offered equivalent area in new buildings or compensated at market value.
