Historical Site Construction Sparks Outrage in Talgar District

Residents of Belbulak village in the Talgar district of Almaty region are protesting construction work near a monument dedicated to the Panfilov Division. They allege that a local entrepreneur has seized state land, excavated a pit for a parking lot, and cut down trees.

Community Uproar Over Monument Encroachment

The controversy centers around a significant historical site in Belbulak village, commemorating the formation of the 8th Guards Panfilov Division. For years, local residents have diligently maintained the area surrounding the memorial, planting flowers, painting fences, and ensuring cleanliness. However, this cherished space is now under threat.

According to a resident's social media post, the construction began approximately two weeks ago. The entrepreneur reportedly acquired the land and started excavation for a parking lot in front of a vacant shop. This development has led to the felling of several trees near the monument and has blocked a pathway used by residents to access the main road.

The resident expressed the community's deep anger and frustration, stating, "Local residents are in shock." They further added that the construction has obstructed the entrance to a neighboring house and blocked a passage. Despite residents filing complaints, no resolution has been reached yet.

Official Response and Investigation

Tengrinews.kz reached out to the Akimat (local administration) of the Talgar district for a statement. The administration confirmed that officials from the Belbulak rural district, in collaboration with relevant authorities, conducted an on-site inspection.

The investigation revealed that the entrepreneur had indeed carried out excavation work on the land designated for the Panfilov Division memorial without the necessary permits. "Residents have filed a complaint with the police regarding this incident. Despite being informed that no work could be carried out in this area, the landowner continued their activities. Therefore, the materials have been sent to the Talgar District Police Department for a procedural decision," the Akimat stated.

The administration assured that the situation is under the control of both the Akimat and the police. "A preventive conversation was held with the landowner regarding maintaining the territory at an appropriate level. As a result, they have committed to carrying out landscaping work on the plot. Additional measures will be taken within the framework of current legislation," the Akimat added.
