Kazakh Official Punished for Misusing Car and Pressuring Teacher

An official in the East Kazakhstan region has been disciplined for serious breaches of conduct, including using a government vehicle for personal errands and exerting undue pressure on a teacher. The incident came to light during an ethics council meeting in Petropavl.

Teacher's Complaint Sparks Investigation

An investigation was launched into Bakytzhan Tasheva, the deputy head of the Department of Architecture, Construction, Housing and Communal Services, Passenger Transport and Highways in the Kyzylzhar district. A teacher filed a complaint alleging that Tasheva arrived at the school in her official vehicle and subjected her to moral and psychological pressure. The complaint also highlighted violations of civil servant ethics codes, specifically the misuse of a service car for private purposes.

An audio recording revealed Tasheva telling the teacher, "I will bring you to criminal responsibility, I will not allow this..."

Official Admits Misconduct

Bakytzhan Tasheva acknowledged visiting the school for personal reasons and admitted to the improper use of the service vehicle. She stated her actions were a response to the teacher's alleged behavior. According to Tasheva, the teacher had punished students for tardiness and used physical force on some children, information she had reportedly shared with school administration.

However, the school's principal, secretary, and social pedagogue confirmed during a school council meeting that Tasheva had displayed disrespectful and unethical behavior towards the administration and teachers.

Ethics Council Delivers Verdict

Members of the ethics council found Tasheva's actions to be in violation of the Civil Servant's Code of Ethics. Her inappropriate conduct, failure to adhere to official behavior rules, and the unauthorized use of the service car were all cited as transgressions.

Erzhan Karymsakov, the chairman of the council, described Tasheva's behavior as "unethical" and suggested she attempted to distort the truth. While police also investigated the matter, the accusations against the teacher were not substantiated.

As a result of the findings, Bakytzhan Tasheva received a severe reprimand as a disciplinary measure.
