Kazakhstan to Verify Real Incomes to Track Down Debtors

Kazakhstan is set to implement a new system to verify the actual income of its citizens. This initiative, spearheaded by the State Revenue Committee, aims to ensure individuals meet their financial obligations, particularly those related to child support and other debts.

Addressing Income Concealment

The move comes as a direct response to challenges in enforcing child support payments, where individuals often declare minimal income to reduce their obligations. Maksat Balabekov, Chairman of the Committee for the Administration of Judicial Acts of the Ministry of Justice, highlighted that income concealment is a significant hurdle in collecting due payments.

To combat this, the Ministry of Justice is collaborating with the Ministry of Labor and Social Protection and the State Revenue Committee. By integrating various government systems, the committee will gain access to more comprehensive data, enabling a more accurate assessment of an individual's true earnings. This will allow for the proper determination and collection of owed amounts through legal channels.

Expanding Debt Recovery Measures

Beyond income verification, authorities are exploring additional measures to recover debts. Plans include interacting with the accounting systems of the Ministry of Tourism and Sports to potentially restrict individuals with outstanding debts from participating in entertainment games. Any winnings from such activities could then be used to settle their debts.

Statistics on Child Support Arrears

Official figures reveal the scale of the problem. In 2025, there were 354,000 child support cases in progress. While 59,600 were successfully resolved, approximately 12,700 cases, representing about 4%, remain problematic. These outstanding debts amount to nearly 18 billion tenge, largely due to unemployment and deliberate income concealment by debtors.

Support and Enforcement for Debtors

To address the issue of unemployment among debtors, efforts are being made to connect them with job opportunities. Last year, over 6,500 individuals found employment through job fairs organized in collaboration with local authorities. Simultaneously, enforcement actions continue, with 4,824 individuals facing administrative penalties and 380 individuals being held criminally liable for non-payment of debts over the past year.

This initiative underscores Kazakhstan's commitment to ensuring financial accountability and supporting vulnerable recipients of owed payments.
