Kazakhstan's Gasification Progress: Why 100% Coverage Remains Elusive

While Kazakhstan continues to expand its natural gas infrastructure, a significant portion of the country still lacks access to this essential utility. The reasons behind this incomplete coverage are multifaceted, ranging from uneven development of infrastructure and the absence of main gas pipelines to the prohibitive cost of connecting homes.

Key Obstacles to Gasification

A primary barrier to widespread gasification is the lack of main gas pipelines in the northern, eastern, and central regions of Kazakhstan. Areas like Abai, Pavlodar, and North Kazakhstan provinces remain incompletely gasified. Residents in these areas primarily rely on liquefied petroleum gas (LPG), supplied via cylinders or gas holders.

The gasification levels in East Kazakhstan, Akmola, and Ulytau regions are notably low. However, authorities have pledged to improve these figures by 2030.

Regional Gasification Landscape

In contrast, regions such as Karaganda, Almaty, Kostanay, Kyzylorda, Turkestan, and the Zhetysu region show better gasification rates, though considerable variations persist within these areas. The highest levels of gasification are observed in the western regions of the country, as well as in Almaty and Shymkent cities, where coverage exceeds 90%.

Overall, Kazakhstan's gasification level reached 64.2% by the end of 2025, an increase from 53% in 2021. However, the mere presence of gas pipelines doesn't guarantee access. The cost of connecting individual homes remains a significant hurdle for many families, forcing some to continue using coal or other solid fuels for heating.

Cost and Future of Gasification

The expense of connecting natural gas to households varies significantly across regions, ranging from 150,000 to 1.3 million tenge. This price point is beyond the reach of many Kazakhstani citizens, highlighting that achieving full gasification involves not only infrastructure development but also making gas affordable for the population.

The complete gasification of Kazakhstan hinges on large-scale infrastructure projects, substantial state investment, and ensuring that natural gas becomes genuinely accessible to all citizens.
