Authorities in Kostanay have detained the head of the city's education department, Gulsim Orazbayeva, on suspicion of embezzling public funds. The National Security Committee (KNB) conducted searches at the city administration as part of the investigation.

Orazbayeva, who has led the education department since 2023, is accused of colluding with others to misappropriate funds allocated to local schools. The regional prosecutor's office confirmed the detention and the ongoing pre-trial investigation.

Investigation Underway

The Kostanay Regional Prosecutor's Office stated that criminal proceedings have been initiated under Article 190, Part 3 of the Criminal Code, which pertains to fraud. Searches were conducted as part of the investigation.

"The head of the education department of the Akimat of Kostanay city, Orazbayeva Gulsim, was detained on suspicion of committing a criminal offense under Part 3 of Article 190 of the Criminal Code ('Fraud'). The investigation is ongoing. Other information is not subject to disclosure," the regional prosecutor's office reported.

This development raises concerns about the management of educational budgets within the region.
