A recent analysis of regional budgets in Kazakhstan has identified the most financially impactful governors, with the head of the Mangystau region, Nurdaulet Kilybay, ranking among the top three most expensive leaders.

Analyzing Regional Governance Costs

The publication National Business Kazakhstan delved into regional budgets projected for 2026, examining the expenditures required to maintain governors and their administrative apparatuses. These figures are often linked to the role of regional administrations in fostering economic development, supporting small and medium-sized businesses, attracting investment, and implementing infrastructure projects.

Top Three Most Costly Administrations

According to the study, the highest expenditure was recorded for the Almaty city governor, Darkhan Satybaldy, with a budget of 5 billion tenge, representing 0.2% of the total city budget. Following closely was the governor of the Almaty region, Marat Sultangaziyev, whose office's operational costs amounted to 4.3 billion tenge.

Nurdaulet Kilybay, the governor of the Mangystau region, secured the third position with an expenditure of 3.9 billion tenge. This figure constitutes 0.9% of the regional budget. Experts suggest this higher percentage may be linked to the region's significant role in the oil and gas sector.

Lowest Spending Regions

At the other end of the spectrum, the governors with the lowest associated costs included Askhat Shakarov of the Aktobe region (1.5 billion tenge, 0.6% of budget), Yerbol Karashukeyev of the Zhambyl region (1.6 billion tenge, 0.2% of budget), and Dastan Ryspekov of the Ulytau region (1.6 billion tenge, 1% of budget).

On average, regional governors' administrative functions across Kazakhstan are allocated between 2 to 3 billion tenge.

Understanding 'Governor's Office Maintenance'

Experts clarified that the term "governor's office maintenance" encompasses more than just the governor's personal expenses. It represents a broader budgetary program covering the entire administrative apparatus. This includes salaries for deputy governors, department heads, specialists, office supplies, vehicle costs, business trips, information systems, and other operational expenditures.
