Uralsk Deputies Delay Vote on Public Transport and Waste Disposal Fee Hikes

Deputies of the Uralsk City Maslikhat have removed a proposal from the city administration to increase fares for public transport and waste disposal services from the agenda of an upcoming session. The decision to postpone the discussion was supported by 13 out of 16 deputies present.

Concerns Over Data Sufficiency

The deputies expressed doubts about the justification for the proposed new tariffs. They argued that the information provided by the city administration was inadequate, and the methodology used to calculate the expenses of the companies involved was unclear. According to Maslikhat deputy Konstantin Sveshnikov, a thorough review of the data is essential, especially since the decision impacts the city's 372,000 residents.

Demands for Financial Transparency

Lawmakers requested detailed financial reports from the transport companies, including the amount of subsidies received and a clear breakdown of their expenditures. Specific attention was paid to the methodology for calculating fuel costs. Additionally, deputies asked for the full text of all contracts with transportation companies.

City Administration's Justification

The city administration had explained the need for fare increases by stating that operating costs for transport companies now exceed their revenues, and existing subsidies are insufficient. However, the deputies found these explanations unconvincing without more comprehensive data.

Additional Financial Concerns Raised

Separately, deputy Aslanbek Aminov highlighted a unilateral increase in the commission fee by the cashless payment system operator, "Smart City" LLP, from 9% to 15%. Aminov, who learned about this change through media reports, proposed summoning the company's management to provide a full accounting of their operations.

Despite the opposition from City Maslikhat Chairman Yesentay Kaliev to removing the tariff discussions, the deputies' vote ultimately prevailed.
