The Eurasian Economic Commission has imposed an anti-dumping duty of 17.23% on spark plugs manufactured in China. Kazakhstan, however, has been allocated an annual duty-free quota of 6 million units, according to infohub.kz.
The measure applies to products classified under EAEU HS codes 8511 10 000 1 and 8511 10 000 9.
The duty will remain in force for 5 years.
Quotas have been established for EAEU countries, within which Chinese spark plugs can be imported duty-free. Kazakhstan received the largest limit — 6 million units per year. Belarus has a quota of 1.8 million, while Armenia and Kyrgyzstan each have 500,000 spark plugs.
In Kazakhstan, the procedure for distributing the quota is set by an order of the Minister of Trade and Integration dated August 18, 2026, which will be in effect until May 9, 2031.
Imports are still within the quota. According to the Bureau of National Statistics, in 2025 Kazakhstan imported 2.1 million spark plugs from China. This represents about 23.6% of all imports of such products.
For comparison, about 2.21 million spark plugs were imported to Kazakhstan from Thailand, around 2.09 million from Japan, and about 237,000 from Germany.
Thus, the quota established for Kazakhstan is almost three times the volume of Chinese supplies in 2025. The duty will apply only to supplies exceeding the quota.
There is another important restriction: spark plugs imported into Kazakhstan under the duty-free quota cannot be re-exported to other EAEU countries. This rule is intended to prevent the use of the local quota for duty-free supply of Chinese products to the markets of other member states of the union.
