Kazakhstan's Ministry of Transport has drafted amendments to the rules for the air transportation of passengers, baggage and cargo, reports infohub.kz.

Among the innovations is the regulation of musical instrument transport. Passengers will be able to bring instruments into the cabin as carry-on, place them on a separate passenger seat, or check them as baggage, subject to requirements. Specifically, the transport of dombra and kobyz in protective cases in the cabin is allowed. The instrument with packaging must not exceed 110×35×30 cm in size and 10 kg in weight.

The draft also seeks to enshrine the possibility of carrying pets in the cabin under the airlines' terms.

The project provides for legislative guarantees of benefits for passengers with disabilities and defines the seating order when an aircraft is replaced with a smaller-capacity one. Priority boarding will be given to socially vulnerable groups: minors, people with disabilities, passengers with serious illnesses, pregnant women, and retirees.

Separate amendments increase airline liability: the proposal sets a deadline for paying fines for delayed passenger delivery at no more than 10 calendar days from the date of application. Additionally, carriers may be held liable for damage to unregistered baggage if their fault is proven.

The draft has been published on the 'Open NPA' portal for public discussion. Interested citizens and organizations can submit proposals and comments.
