Starting August 20, new rules for selling smartphones come into force in Kazakhstan, significantly changing the mobile device market. The sale of unverified phones will be completely banned, and sellers are required to inform buyers of the device's IMEI code in advance for verification, reports infohub.kz.

Amendments to the laws "On Communications," "On Regulation of Trade Activities," and "On Protection of Consumer Rights," signed on June 19, 2026, introduce new requirements for both sellers and buyers. From that day, before selling a mobile device, the seller must check the identification codes (IMEI) for possible blocking or restrictions in the database. To do this, they must contact the State Radio Frequency Service, which handles phone verification.

The sale of devices that have not passed verification against the international database of the GSM Association, as well as those that have not confirmed the legality of import into Kazakhstan, will be completely prohibited. Previously, such phones could be sold, but they might later stop working in the country. The new rules also apply to online stores and marketplaces that do not sell smartphones directly but only list offers from various sellers. Owners of such platforms must include a clause in their contracts with sellers requiring mandatory device verification.

Buyers will also gain new rights: the seller must provide the IMEI code before purchase so the buyer can check the verification status. Additionally, the identification code must be included in purchase documents such as receipts and invoices. If a buyer is sold an unverified device, they can file a complaint with the seller under the "Law on Protection of Consumer Rights." In this case, the consumer has the right to demand a price reduction, free elimination of defects, reimbursement of expenses for their correction, replacement of the device, or a refund.

Kazakhstanis who personally import smartphones from abroad can verify them for free, but no more than two devices per year. Currently, verification is carried out by the private company ATS Mediafon KZ, but from July 1, 2027, this function will become a state monopoly and will be transferred to the State Radio Frequency Service.

Earlier it was also reported that from August 20, the rules for increasing tariffs for mobile operators will change: they will have to warn customers about price increases two months before the actual increase.
