Astana's 'City Palace' Mall: A Decade-Long Construction Saga

A prominent shopping and entertainment center, located on Republic Avenue in Astana, has been stalled for over a decade, leaving residents and potential investors wondering about its fate. The 'City Palace' project, initially envisioned to be a vibrant hub, has faced numerous setbacks since its inception.

The Genesis of 'City Palace'

The story of the unfinished 'City Palace' began in 2015 with plans to construct a new shopping center on the site of an existing structure. However, as the project evolved and was rebranded as 'City Palace,' its timeline stretched significantly. The original concept promised a wide array of amenities, including shops, cafes, restaurants, cinemas, and fashion galleries.

Promises and Delays

Despite assurances, including a commitment in the autumn of 2019 by Astana's chief architect, Nurlan Urankhaev, to complete construction by the end of 2020, work faltered once again. By June 2023, the city administration reported that 60% of the facility was complete. However, by 2025, the shopping center was listed for sale with a price tag of 13.5 billion tenge.

New Ownership, Unclear Future

In the spring of 2025, Alatau City Bank (formerly Jusan Bank) confirmed the sale of the property, though details of the transaction remain undisclosed. Currently, 'Investment & Innovation Group' LLP is listed as the owner. This company's founders include 'Elkhon' LLP, which has ties to Mazhilis deputy Lukbek Tumashinov.

Current State of the Building

Since its sale, the building has shown little visible progress. It remains fenced off, with some windows broken, and a construction passport is not readily visible, indicating a lack of active development.

Reasons for the Prolonged Stoppage

According to the Astana city administration, the protracted construction is attributed to the previous owners' financial difficulties and multiple changes in ownership. As the facility is now privately owned, there are no current plans for the government to purchase or demolish it using budget funds. The resumption of work is entirely dependent on the new owner's decisions.

Land and Lingering Uncertainty

The building occupies two land plots: one is state-owned, while the other was acquired by the company. The ultimate fate of this long-delayed project remains uncertain.
