Kazakhstan News: Utility Price Hikes, Fine Waivers, and Border Closures

Kazakhstan is facing a series of significant changes impacting citizens' daily lives, with new developments announced on March 27th. These updates cover potential increases in utility costs, the possibility of administrative fines being waived for vulnerable groups, and disruptions at the border.

Potential Fine Waivers for Vulnerable Groups

Discussions are underway in Kazakhstan regarding the waiver of administrative fines. Priority may be given to socially vulnerable populations, including veterans, individuals with disabilities, and large families. While the exact list of eligible fines and recipients is still being finalized, the initiative aims to provide relief for a broad range of administrative penalties that do not pose a threat to public safety.

Border Crossing Temporarily Closed Due to Flooding

The "Zhelkuar" border crossing point in the Kostanay region, bordering Russia's "Mariinsky" checkpoint in the Chelyabinsk region, has temporarily suspended operations. This closure, effective March 27th, is a direct result of flooding from the Bersuat River. All crossings for people, vehicles, and cargo have been halted due to the high water levels. These restrictions are expected to be temporary.

Anticipated Rise in Utility Tariffs

Kazakhstanis may see an increase in utility service tariffs starting April 1st. This potential hike follows the expiration of a moratorium previously implemented to stabilize prices. The decision to revise tariffs will now depend on requests from utility companies, the condition of existing infrastructure, and the specific circumstances within different regions.

Traffic Accident Verdict for Shavkat Rakhmonov's Spouse

In a separate legal development, the court in the Zhambyl region has found Gulayim Rakhmonova, the spouse of fighter Shavkat Rakhmonov, guilty in a fatal traffic accident. The incident resulted in the deaths of two individuals. Rakhmonova has been sentenced to five years in prison and disqualified from driving for seven years. The accident occurred in July 2025 on the Almaty-Ekaterinburg highway.

Lifestyle Factors Drive Mortality in Kazakhstan

New data highlights that the primary cause of death in Kazakhstan is not infectious diseases, but rather lifestyle-related illnesses. These conditions account for approximately 80% of all fatalities. The most common culprits include cardiovascular diseases, cancer, diabetes, and chronic respiratory ailments. The Ministry of Health attributes this trend to factors such as excess weight, physical inactivity, and other risk behaviors.

Officials and Deputies Convicted in Fraud Case

A court in Aktobe has delivered a verdict in a fraud case involving approximately 670 million tenge. Among those convicted are a government official and district maslikhat (local council) deputies. The scheme involved the fraudulent registration of a dormitory as residential housing and its subsequent sale as apartments for socially vulnerable groups through government procurement. Three individuals were found guilty and received varying prison sentences.
