Kazakhstan: Over 400 Construction Licenses Sold Illegally in Almaty
A major corruption scheme within Almaty's construction sector has been exposed, with authorities uncovering a group responsible for illegally issuing over 400 construction licenses. These illicit activities reportedly took place during the tenures of Bakytzhan Sagintayev and Yerbolat Dosayev as city mayors.
Illegal Licenses Facilitated by Fake Documents
An investigation, coordinated by the prosecutor's office, revealed that a criminal group had been collaborating with employees of the Almaty City Department of Urban Development Control since 2021. The group allegedly prepared falsified documents, falsely claiming the possession of specialized equipment and qualified engineering personnel. These fabricated documents were then submitted to the 'E-licensing' system.
As a result, more than 400 entities were able to obtain first-category architectural and construction licenses without facing any obstacles. The organizers of this scheme reportedly charged between 2 million and 5 million tenge for each illegally obtained license.
Timeline of Alleged Corruption
According to information from the Telegram channel "PRESIDENT'S LETTERS," these illegal operations began in 2021. At that time, Almaty was led by Bakytzhan Sagintayev, who served as mayor from June 2019 to January 2022. He was succeeded by Yerbolat Dosayev, who held the position until May 2025.
Searches are currently underway, and relevant documents and physical evidence have been seized. The investigation is ongoing.
