Kazakhstan to Introduce New System for School Principals
Kazakhstan is poised to introduce significant changes to the roles and tenures of school principals. Education Minister Zhyldyz Suleimenova has announced plans for a new system that aims to modernize leadership within educational institutions.
Rethinking the Principal's Role
Previously, school principals could hold their positions until retirement. However, the Ministry of Education is proposing a shift away from this long-standing practice. Minister Suleimenova emphasized that as management principles evolve, so too must the role of a school principal.
"The position of a school principal does not mean a person holds it until retirement. Times have changed, and management principles have changed. We have many educated, qualified, talented, and creative educators who aspire to become school principals. We need to create a system that allows us to identify strong managers among these talented teachers. The position of a school principal should not be someone's lifelong workplace," the minister stated.
Introducing a Rotation System
Suleimenova also revealed that an order regarding the rotation of school principals will be discussed soon. This measure is intended to limit the tenure of school leaders and open doors for new talent.
Under the proposed new system, a "2+2" format is suggested for urban schools, allowing principals to serve for approximately two years, with a possibility of extension for another two years. For rural schools, a "3+3" format is being considered, permitting a three-year term with a potential extension of another three years.
These proposals are currently under review and refinement by a working group. The final decision is expected to be made before the start of the next academic year.
