Kazakhstan is introducing a new digital platform named 'Qalqan' aimed at enhancing transparency and oversight of healthcare finances. Gulmira Sabdenbek, head of the Social Health Insurance Fund (SHIF), has detailed the platform's purpose and its role in managing financial flows within the medical sector.

'Qalqan': An Evolution, Not a New System

Contrary to initial assumptions, 'Qalqan' is not an entirely new, standalone system. Instead, it represents an upgrade and integration of the Fund's existing digital infrastructure. The platform is being migrated to a modern technological framework already in use by the Ministry of Finance.

Sabdenbek explained that this choice was strategic, leveraging existing technological solutions within the Ministry of Finance's framework. This approach facilitates easier integration and allows for the quicker implementation of necessary functions without building new infrastructure from scratch.

No Additional Costs for Development

Addressing concerns about increased expenditure, Sabdenbek confirmed that the development and implementation of the 'Qalqan' platform will not incur any additional costs for the healthcare insurance system. The project is designed to be financially neutral.

'Qalqan' Focuses on Financial Oversight, Not Medical Services

It's important to clarify that 'Qalqan' is not a medical information system and will not replace existing services like Damumed. Its primary objective is to ensure the transparency of financial transactions, verify the services provided, and meticulously monitor the effective utilization of funds allocated for mandatory social health insurance.

This initiative marks a significant step towards the next level of digitalization, moving from simply recording operations to managing expenditures and improving their overall efficiency. The new platform will consolidate data, increase the clarity of settlements, and provide comprehensive control over financial movements.

The core mission of the 'Qalqan' platform is to guarantee that every paid service is validated and that every tenge from the SHIF is justified and directed towards medical assistance. This system is poised to significantly boost financial transparency in the healthcare sector, ensuring that funds are used effectively and responsibly.
