In 2026، Kazakhstani citizens have access to several types of state support، ranging from one-time birth payments to disability benefits. Many people still do not know what assistance they are entitled to or how to apply، reports infohub.kz.
State support in Kazakhstan comes in two forms: state benefits (from the republican budget، for most of which official employment is not required) and social payments (from the State Social Insurance Fund، SSIF، for those whose employers made social contributions). The amount of some payments directly depends on the official salary.
Support for families with children includes seven main types. After the birth of a child، one parent receives a one-time state benefit. In the case of twins، triplets، or quadruplets، the payment is made for each child separately. Officially employed women are also entitled to a social payment for pregnancy and childbirth (so-called maternity leave payments) – it is paid as a lump sum for the entire leave period، and the amount depends on the average monthly income over the last 12 months from which contributions to the SSIF were made.
After that، parents can apply for a monthly payment for childcare up to the child's first year and a half. If the parent was not employed، a fixed state benefit from the budget is granted. For employed parents، there is a social payment from the SSIF equal to 40% of the average monthly income over the last two years from which contributions were made، paid monthly until the child reaches 18 months.
The benefit for large families is granted to families with four or more minor children or full-time students up to age 23. The payment does not depend on income؛ the amount varies based on the number of children. A separate monthly benefit is received by women awarded the 'Kumis Alqa' and 'Altyn Alqa' pendants، holders of the title 'Mother Heroine' and the 'Mother's Glory' orders. They are entitled to tax benefits، priority housing، and early retirement.
Disability benefits are granted regardless of work experience and depend on the disability group. If social contributions were made on behalf of the person، an additional social payment for loss of working capacity from the SSIF is assigned (calculated individually).
In the event of loss of a breadwinner، a state benefit is provided (paid regardless of the deceased's official employment) and a social payment from the SSIF (if contributions were made for the deceased، the amount is calculated based on their income، number of dependents، and length of participation in the social insurance system).
Most benefits are granted only after submitting an application. According to the Ministry of Labor، in most cases collecting paper documents is not required. Applications can be submitted via the eGov.kz portal or mobile app، or at a Public Service Center. Usually، an ID and an application are sufficient؛ other information (child birth، marriage، registration، bank account) is obtained automatically by government agencies from information systems with the applicant's consent.
A rejection can occur for two reasons: the joint residence of the applicant with the child is not confirmed by government data systems، or an incomplete set of documents is submitted (or documents with expired validity). In the latter case، the application is not accepted for processing، and the applicant is informed of the reason and the need to provide a complete package.
If a citizen disagrees with the rejection، they can appeal the decision by contacting the Government for Citizens (if the application was submitted via a Public Service Center)، the service provider، the authorized state body، or the quality control body for public services. The complaint is reviewed within 5 business days by the service provider and within 15 business days by the authorized body. If the decision is not changed، the citizen has the right to go to court.
Earlier it was reported that Kazakhstani citizens who lost their jobs can receive social payments from the SSIF for a period of one to six months، depending on the length of participation in the social insurance system and income level over the last two years. The payment amount can reach up to 45% of lost earnings.
