Recent disruptions within Kazakhstan's tax system have sparked significant concern among local entrepreneurs. Errors in billing and system failures are creating considerable obstacles for businesses operating in the country. In response، the Ministry of Finance and the National Chamber of Entrepreneurs "Atameken" are collaborating to address these pressing issues.

Understanding the System Glitches

According to the Ministry of Finance، the current technical difficulties stem from the process of updating the previous tax systems. A decision to postpone the complete deactivation of older systems، made at the request of entrepreneurs، inadvertently led to calculation errors. Vice-Minister Asset Tursunov stated that extensive system upgrade work was conducted over the past weekend، resolving many of the identified problems.

Challenges with Electronic Invoices

Specific errors within the Electronic Invoice (EIF) system are presenting further hurdles for businesses. For instance، a simple incorrect marking in the "individual" field can create substantial bureaucratic challenges. Tax authorities are planning to review the format and logical controls in conjunction with businesses to rectify these situations.

Temporary Restrictions for Stability

To prevent server overload، a limit of 700 sessions per user per day has been implemented. This measure aims to ensure equitable access to the system and reduce the strain on resources، thereby enhancing overall stability.

Positive Developments for Businesses

Entrepreneurs will be pleased to learn that they no longer need to wait for the confirmation of a primary EIF before issuing a supplementary one. Additionally، a bulk document upload feature has been activated on the portal، simplifying document management for companies with high volumes of paperwork.

Methodological Issues and New Interface

Kanat Sharlapayev، Chairman of the "Atameken" Chamber، highlighted that some issues are methodological and cannot be resolved through software code alone. Difficulties in filling out payment method fields and the new reporting interface have also caused dissatisfaction within the professional community. While the ministry indicated that reverting to the old interface is not feasible، plans are in place to introduce a comprehensive pre-view mode in the future.

Notifications and Deadlines

Entrepreneurs have also raised concerns about the lack of specific deadlines in notifications. To address this، the system will be updated to automatically display deadlines within notification texts.

Representatives from the Ministry of Finance noted that many of the recent failures are a consequence of a large-scale data migration that occurred in 2023. For major companies whose applications were marked as "not accepted" due to technical work، access is promised to be restored by the following morning.

Future Collaboration and Transparency

A key outcome of recent discussions is the decision to change the format of inter-agency interaction. Moving forward، representatives from the Ministry of Finance، the State Revenue Committee، and the "Atameken" Chamber will hold monthly technical meetings. The ministry has pledged to increase transparency for the IT community، improve the news portal for developers، and ensure timely publication of updated SDKs.
