Russia Flags Phytosanitary Violations in Kazakh Product Imports

Russia's Federal Service for Veterinary and Phytosanitary Surveillance (Rosselkhoznadzor) has raised concerns regarding violations in the import of plant products from Kazakhstan. The agency reports that the Kazakh side has repeatedly failed to respond to notifications about these issues.

Concerns Over Phytosanitary Control

According to Rosselkhoznadzor, approximately 30% of plant products imported from Kazakhstan since the beginning of the year have not passed phytosanitary control. The agency also noted instances of goods being diverted to fictitious recipients and the illegal use of data belonging to Russian companies.

Lack of Effective Measures

Specialists from Rosselkhoznadzor state that Kazakhstan's relevant authorities have not taken effective measures despite multiple requests from the Russian side. This inaction is seen as undermining collaborative efforts and potentially fostering a "shadow economy."

Persistent Issues

In 2026 alone, quarantineable objects were identified 13 times during quarantine phytosanitary control. Given the volume of goods that bypassed inspection, it is speculated that the actual number of contaminated shipments could be significantly higher.

Previous Incidents

This is not the first time such issues have arisen. Earlier in April, Rosselkhoznadzor accused Kazakhstan of violations in product delivery, also citing a lack of responsiveness from Kazakh counterparts.
