Almaty Dacha Residents Fight for Housing Status After Decade in City
For over a decade، residents of the "Abay dacha" area in Almaty have been unable to reclassify their land from gardening use to individual housing (IZHS)، despite the territory officially being part of the city. This ongoing issue raises questions about infrastructure development، fair compensation for land acquisition، and the fundamental rights of citizens.
Unfulfilled Promises and Lingering Status
When the "Abay dacha" territory was incorporated into Almaty more than ten years ago، residents were reportedly promised a change in their land's status. However، official requests to rezone the land have been repeatedly denied، with authorities citing urban planning documents that designate parts of the area as unsuitable for new construction.
This decision is viewed as unjust by many residents، especially since neighboring areas have seen the development of multi-story apartment buildings، social facilities، and roads. Meanwhile، these residents pay taxes on par with other Almaty citizens.
Compensation Concerns and Development Plans
The situation has intensified as some property owners have received official notices regarding the potential demolition of their plots. Furthermore، public hearings for the city's General Plan have indicated the possibility of constructing multi-story buildings in place of the current dacha settlements.
A significant concern for residents is the potential for inadequate compensation if their land is acquired by the state. Without the official IZHS status، they fear receiving significantly less compensation، which may not be enough to purchase equivalent housing in the same district.
Awaiting General Plan Amendments
The Almaty city administration states that changing the land's designated purpose is not possible at this time due to ongoing work on revising the current planning documents and the General Plan. These revisions are expected to be completed by May 2026.
Despite the administrative hurdles، local council member Gaziz Zhanibek has expressed optimism. He has requested detailed information regarding the General Plan and pledged to assist residents in obtaining IZHS status. Residents hope for a resolution، viewing this not just as their personal struggle but as a precedent for other expanding urban areas where land acquisition and demolition could occur.
This situation highlights the complex challenges of urban expansion and the need for clear، equitable policies for residents in newly incorporated territories.
