Almaty is on the cusp of adopting a revised master plan designed to guide the city's development through 2040. This comprehensive update includes ambitious projections for population growth and significant urban renewal initiatives.

Population Growth and Urban Renewal

By 2040، Almaty is expected to be home to 3.6 million residents. To accommodate this growth، city officials are planning to develop reserve territories. This includes the demolition of existing housing in the Turkءسىب and Zhetysu districts to make way for new residential complexes، improved street infrastructure، public green spaces، and areas dedicated to small businesses.

Housing and Development Targets

A key target within the new master plan is to increase Almaty's total housing stock to 95.33 million square meters by January 1، 2041. This expansion aims to support the projected population increase and enhance living conditions across the city.

Timeline for Approval and Public Hearings

Following public hearings held in December 2025، the draft master plan underwent a strategic environmental assessment (SEA). A positive conclusion for the SEA was received on April 24، 2026. "Almatygenplan" LLP anticipates that the amendments will be approved in the second half of 2026، with the full adoption of the document scheduled for the fourth quarter of 2026.

Upcoming Public Consultations

With the SEA deemed satisfactory، the Department of Architecture and Urban Planning is preparing to present the project for public hearings. These consultations are slated for June 2026. Specifically، hearings regarding the SEA for the master plan amendments will take place on June 30، 2026، at 9:00 AM in the conference hall at 90 Abay Avenue، Almaty.

Accessing the Draft Master Plan

The revised master plan project is currently in the documentation preparation phase for a comprehensive urban planning review. Information regarding the updated master plan will be made available on the website of the Almaty Department of Architecture and Urban Planning.
