Almaty's Sunkar Ski Jumps Set for Revival: Tender Woes Surface

Almaty is once again looking to complete the Sunkar ski jump complex، with a new tender issued for the development of project and estimate documentation. However، issues within the tender documents have already sparked dissatisfaction among potential contractors.

The tender، announced on the public procurement portal، was commissioned by the Almaty City Construction Department. A budget of 56.5 million tenge has been allocated for the design work needed to finalize the Sunkar ski jumps.

Scope of Work for Potential Contractors

The winning bidder will be responsible for preparing the comprehensive project and estimate documentation required to complete the complex's construction. The work is expected to be finished within four months، excluding the time for state expert review. A 24-month warranty period will be provided for the completed work.

According to the technical specifications، the project encompasses the Sunkar complex's sports facilities، including several training jumps. The total area of the facility is approximately 15 hectares. These ski jumps are classified as technically complex structures، featuring reinforced concrete supports، pile foundations، metal trusses، and steel stairs. The planned covering for the jumps involves artificial turf using special brush mats.

Before proceeding with the final design، the contractor must conduct a technical inspection of the existing، unfinished structures. This assessment will identify their current condition and any potential damage.

Concerns Raised Over Documentation

During the discussion of the tender documents، potential participants submitted remarks to the client. For instance، 'KazNPI StroyProekt' LLP proposed changes to the design work timeline. A company representative pointed out contradictions in the documentation، noting that while public procurement rules stipulate the work period should begin from the moment the client provides initial data، the technical specifications indicated different design timelines. The company requested amendments to rectify this discrepancy.

Later، Jer Group also requested clarification on the design deadlines and the inclusion of a report.

Potential Link to Future Sporting Events

This project may be linked to Kazakhstan's preparations for the 2029 Winter Asian Games، for which Almaty has been considered as a host city. The Sunkar complex's jumps could serve as a venue for ski jumping training and competitions.

The deadline for submitting applications for this tender is March 11، 2026.
