An Astana specialized administrative court has fined Judge Asel Dossayeva 200 AEK—equal to 786،400 tenge—for driving under the influence while her driver’s license was no longer valid، underscoring that DUI rules apply equally to judicial officials.

The charge and legal basis

The case was heard under Article 608، Part 8 of Kazakhstan’s Administrative Offences Code، which covers driving under the influence by a person without a valid right to drive. Court materials indicate Dossayeva operated a vehicle on 1 November 2025 despite her license expiring on 3 July 2025.

What police documented

According to a police briefing dated 2 November 2025، officers stopped a Mazda during a road raid. A medical examination confirmed the driver’s mild intoxication.

Penalty and why no detention was imposed

Article 608، Part 8 prescribes a monetary penalty—200 monthly calculation indices (AEK)—for this offence؛ no arrest is envisaged. The court also noted Article 50، Part 2 of the Administrative Code، which prohibits administrative arrest for women with children under 14؛ Dossayeva has a child born in 2013.

Ruling status and next steps

The decision has not yet entered into legal force، and standard appeal procedures remain available. Earlier، the court’s press service said Dossayeva continued to perform her official duties pending the outcome.
