Former Deputy Ordered to Repay Over 800 Million Tenge to City Budget
Petropavl City Court has ordered former deputy and head of "Sanitation Facilities" state enterprise، Pavel Bulaev، and his associates to return over 805 million tenge to the city budget. The court's decision concludes a civil case concerning the embezzlement of state funds.
A Scheme to Drain Public Funds
Pavel Bulaev، along with Denis Marshalov، Ruslan Yakovenko، and Lev Shakshabaev، faced legal action for misappropriating state property and engaging in illegal business activities. Bulaev's alleged fraudulent activities began as early as 2016 when he led the "Sanitation Facilities" enterprise. He reportedly bypassed public tenders، creating shell companies to secure direct contracts.
Profiting Through Fake Partnerships
These fabricated companies، managed by the former wife's brother، allegedly siphoned off approximately 117 million tenge between 2019 and 2021. In 2018، after the city administration dissolved the state enterprise and transferred its assets to a newly formed partnership، Bulaev acquired a 51% stake. He then illegally transferred 59 million tenge under the guise of equipment rental.
Unfulfilled Contracts and Diversion of Funds
From 2020 to 2022، Bulaev and Marshalov are accused of creating sham contracts with contractors who possessed neither staff nor equipment، resulting in the misappropriation of over 348 million tenge. Continuing this pattern، Yakovenko was involved in diverting 131 million tenge from rainwater drainage projects، while Shakshabaev allegedly participated in a scheme that yielded 195 million tenge.
Sudden Wealth of the Former Deputy's Wife
During the investigation، it was revealed that the former deputy's wife had acquired expensive vehicles and real estate in a short period. She claimed the wealth was a gift from a wealthy husband but refused to disclose his identity.
Court Verdict and Repayment Order
Initially، Pavel Bulaev was sentenced to 8 years in prison and permanently disqualified from holding public office. His accomplices received sentences of 7.5 years، later reduced to 7 years on appeal. However، in the civil lawsuit filed by the Petropavl City Administration، the court rejected the defendants' claims regarding tax payments or full job completion. Consequently، they have been ordered to collectively repay 805،651،000 tenge to the state. This verdict has not yet entered into legal force.
