Kazakhstan Cracks Down on E-Scooters، Couriers، and Online Scammers
Kazakhstan's Prime Minister Olzhas Bektenov has issued directives to address growing concerns over public safety، both on the streets and in the digital realm. The move comes in response to increasing complaints and the need for clearer regulations concerning micro-mobility devices and online security.
New Rules for Electric Scooters and Bikes
During a meeting of the interdepartmental commission on crime prevention، the use of electric scooters and electric bicycles was a key topic. Prime Minister Bektenov specifically inquired about the regulatory framework for these increasingly popular modes of transport.
According to Minister of Internal Affairs Yerzhan Sadenov، electric bicycles will now be equated with mopeds. This change will bring new requirements regarding where they can be ridden and the necessity of a driver's license. The minister confirmed that these aspects are being fully addressed in the legislation.
Addressing Courier Complaints
The Prime Minister also highlighted public dissatisfaction، particularly regarding couriers operating on sidewalks. "Order must be established،" Bektenov stated، emphasizing the need to regulate the behavior of delivery personnel to ensure pedestrian safety and convenience.
Intensifying the Fight Against Online Fraud
A significant portion of the discussion focused on combating online scammers. Prime Minister Bektenov acknowledged the sophisticated methods employed by cybercriminals and stressed the urgency of strengthening countermeasures. He tasked the Ministry of Internal Affairs and other relevant government bodies with developing improved mechanisms for data exchange to block fraudulent transactions and identify fake call centers operating in conjunction with state bodies and banks.
Further initiatives discussed include accelerating the implementation of the "Digital Police" project، expanding cyber-volunteer programs، and enhancing training for personnel. The Prime Minister also mandated the swift finalization of work on ratifying the Council of Europe Convention on Cybercrime.
