Kazakhstan Eases Residency for 51 Professions، Bypassing Language Test
Kazakhstan is streamlining the process for foreign specialists، particularly from Russia and Ukraine، to obtain residency permits by removing the Kazakh language proficiency requirement for individuals in 51 specific professions. This initiative aims to attract highly sought-after talent crucial for the nation's economic development.
Key Professions Exempted from Language Test
Professionals in fields such as IT، engineering، science، and medicine will now be able to secure residency without undergoing the language exam or the 'scoring' procedure. The list of eligible professions is extensive، ranging from neurosurgeons and oncologists to specialists in animation and pharmaceuticals. Labor Minister Askharbek Yertayev emphasized that this measure is designed to simplify the residency application process for individuals whose skills are vital to Kazakhstan's needs.
Attracting Skilled Labor and Addressing Shortages
"If you are looking to get a work permit and residency in Kazakhstan، and you are a specialist beneficial to our country، for example، an IT specialist، engineer، nuclear physicist، neurosurgeon، oncologist، etc.، then there is no need to pass a language proficiency test or the 'scoring' procedure،" explained Yertayev. "That is، we are simplifying the process of obtaining residency for those who intend to work for the benefit of our country and have the appropriate qualifications. There are 51 professions on this list."
Balanced Immigration Policy
While the language requirement is waived for these skilled professionals، the article notes that basic Kazakh language knowledge will still be necessary for obtaining citizenship، aligning with practices in many other countries. This balanced approach is intended to attract qualified personnel، technology، and investments while maintaining standards for full citizenship.
Addressing 'False Compatriot' Issues
The report also touches upon stricter migration policies implemented to curb the influx of individuals misusing the 'false compatriot' status، often claimed by ethnic Kazakhs residing abroad. Previously، this status allowed individuals lacking qualifications or language skills to obtain residency and citizenship under simplified terms، receiving state support for employment، education، and housing. The new measures aim to ensure that residency and citizenship are granted to those who genuinely contribute to the country's development.
