Kazakhstan Eyes Kostanay Region for Future Nuclear Power Plant
Kazakhstan is considering the Kostanay region as a potential site for a future nuclear power plant (NPP)، according to Almasadam Satkaliyev، Chairman of the Atomic Energy Agency.
This development is part of Kazakhstan's broader strategy to enhance its energy security and independence.
Prioritizing Energy Security
The nation plans to construct at least three، and potentially four، NPPs to ensure a stable and reliable energy supply. Satkaliyev emphasized that the selection of potential sites involves a thorough assessment of future energy balances، alongside stringent environmental and seismic safety requirements.
Exploring Diverse Regional Potential
Several unique regions have been proposed for NPP construction. The area near Balkhash Lake is a strong contender، offering space for six large energy blocks. The Kurchatov region is also being evaluated for smaller or medium-capacity reactors. Furthermore، Western Kazakhstan possesses existing experience in operating energy facilities.
Kostanay Region: A Long-Term Vision
Satkaliyev indicated that، considering the energy balance، the Kostanay region could become a promising area for NPP construction within the next 20 to 30 years. This positions Kostanay Oblast as one of the potential sites for long-term nuclear energy development.
Previously، the location for Kazakhstan's second NPP was identified. In the autumn of the previous year، the "Balkhash" nuclear power plant was selected as the name for the first NPP.
By 2050، Kazakhstan aims to have at least three NPPs operational، with plans for a fourth station also under consideration.
Presidential Stance on Nuclear Energy
In March 2025، President Kassym-Jomart Tokayev highlighted the strategic importance of building not just one، but three NPPs for Kazakhstan. The head of state stressed that this new energy sector would provide a solid foundation for the country's economic development for decades to come.
In July 2025، First Deputy Prime Minister Roman Sklyar announced that the second and third NPPs would be constructed by Chinese entities.
