In response، Salavat Muksimov، Deputy Chairman of the Agency for Civil Service Affairs، clarified that individuals in leadership roles، those with subordinate staff، will undergo annual mandatory drug screenings. Additionally، depending on the nature of their duties، such as working with state secrets، other civil servants may also be subject to testing on a case-by-case basis as determined by their agency head.

Rationale Behind the New Policy

Muksimov emphasized that the annual mandatory drug screening is a significant legislative update. He stated that this initiative is crucial for improving the efficiency of public administration، strengthening public trust in government institutions، and preventing misconduct. The policy is seen as a necessary step to uphold the integrity of the civil service.

Grounds for Dismissal

The new legislation also introduces grounds for dismissal from civil service. Government employees found to be operating a vehicle under the influence of drugs or alcohol can be terminated، as such actions are considered to discredit public service. Furthermore، officials whose conduct discredits the civil service can be recalled from leave at any time to address disciplinary matters.
