Kazakhstan Property Tax Changes: What You Need to Know for 2026

Kazakhstan is introducing significant changes to how property taxes are calculated، effective from 2026. These updates aim to consolidate property and land taxes and introduce a "luxury coefficient" that could increase tax burdens for certain homeowners.

Consolidated Tax System

Under the new regulations، taxes on property and land plots will be combined into a single calculation. The most notable change is the introduction of a "luxury coefficient." Local authorities will have the discretion to apply this coefficient to properties deemed to have a high level of comfort، potentially increasing the tax amount by up to 50%.

Example Calculation

To illustrate، consider a 47-square-meter apartment built in 1987 in the 1st microdistrict of Almaty. The initial value is set at 60،000 tenge per square meter. Due to its age، a physical wear coefficient of 0.61 is applied. Additional coefficients for floor level (3rd floor) and standard panel building utilities are set at 1. The regional coefficient for the area is 1.46، and the luxury coefficient is currently 1.

Factoring in the change in the Minimum Wage Index (MWP) between 2025-2026، which adds a coefficient of 1.09، the estimated taxable value of the apartment is approximately 2،735،000 tenge.

Progressive Tax Rates

For properties valued over 2 million tenge، a progressive tax rate will apply. This means a 0.05% tax on the first 2 million tenge and 0.08% on the remaining amount. In the example provided، the apartment owner would pay around 1،588 tenge in property tax.

Land tax will be calculated similarly، considering the base rate per square meter، location، and intended use of the land plot.

Tax Exemptions

The law outlines a broad list of individuals exempt from property and land taxes. This includes veterans of the Great Patriotic War، recipients of state awards، and Heroes of the Soviet Union and Socialist Labor. Additionally، orphans under 18، mothers with the "Mother-Heroine" title، and one parent raising a child with a disability are exempt.

Payment Deadlines

In 2026، Kazakhstanis will pay taxes based on their 2025 property holdings. Tax authorities will conduct calculations by July 1st and notify individuals through their personal online accounts. The final payment deadline is October 1، 2026. Failure to meet this deadline may result in daily penalties and، for significant debts، travel restrictions.

Legal entities are responsible for independently calculating and declaring their tax liabilities.

National Fund for Children Program Update

Since February 2024، over $46.83 million (approximately 22.11 billion tenge at the April 17، 2026 exchange rate of 472.5 tenge per dollar) from the "National Fund for Children" program has been allocated for specific purposes.

The majority of these funds، $29.40 million (13.89 billion tenge)، have been used to improve housing conditions، with replenishing savings accounts at "Otbasym Bank" being the most common method. Another $17.43 million (around 8.24 billion tenge) has been spent on education، primarily within Kazakhstan.

Savings Growth

The amount accumulated per child varies based on their participation duration and investment returns. After three years in the program، savings have reached approximately $370.56 (about 175،000 tenge). Those who participated for two years have accumulated $263.93، and new participants from the past year have $130.71. These funds remain invested in the National Fund's assets and grow with annual returns until the child reaches adulthood.

Accessing Funds

Parents can check their child's program status via the kids.enpf.kz portal or the eGov Mobile app using their IIN. Once the child turns 18، parental access is revoked، and the individual can check their information through their personal ENPF account. To access the funds، the recipient must open a dollar account with one of the operator banks (Otbasym Bank، Halyk Bank، or BCC) and submit an online application. Any unused remaining funds will stay in the designated account.
