Ust-Kamenogorsk city authorities have introduced significant changes to the regulations governing social assistance، leading to the removal of several vulnerable groups from the list of beneficiaries. This decision، citing the social insignificance of certain conditions، has raised concerns among residents.

Reduced Social Assistance for Vulnerable Groups

According to Yerbolat Karimov، head of the city's employment and social programs department، monthly payments of 1 MCI (approximately 4،325 tenge) will cease for individuals with blindness and diabetes. Additionally، a one-time assistance of 15 MCI (64،875 tenge) previously provided to patients with systemic lupus erythematosus has been eliminated. Last year، 37 individuals in Ust-Kamenogorsk received this specific form of aid.

Stricter Requirements for Cancer Patients

The criteria for receiving aid for cancer patients have also been tightened. Previously، individuals with stages 1-4 cancer undergoing outpatient treatment were eligible. Now، assistance is restricted to patients with stages 2 and 4 cancer، whether receiving outpatient or inpatient care. In 2025، 3،101 individuals received aid under this category.

Consolidation of Holiday Payments

Furthermore، two separate holiday payments have been merged into a single payment. The total amount of assistance will not increase، with officials emphasizing that this consolidation will not result in additional expenses for the city budget.

Authorities anticipate a decrease in the number of individuals applying for social assistance following these adjustments. When approached by "Ural Week" newspaper for comment on the proposed changes and their stance on the list of conditions being removed from aid eligibility، Nurbolat Ismagulov، the leader of the "Amanat" party faction in the city's maslikhat، did not provide a response.
