Kazakhstan’s AI law takes effect Jan 18: mandatory labels، fines to 865،000 tenge

Kazakhstan will begin enforcing a new artificial intelligence framework on 18 January 2026، introducing mandatory labels for AI-generated goods and services and fines that can reach 865،000 tenge for repeat violations by large businesses. The rules aim to curb manipulative systems and strengthen protections for personal data.

What changes under the law

Liability for misuse of AI has been added to the Administrative Offences Code under the new Law “On Artificial Intelligence.” The legislation، signed by President Kassym-Jomart Tokayev، takes effect nationwide on 18 January 2026.

What will be penalized

Using AI systems capable of manipulation، including covert influence on human consciousness، is prohibited.

AI solutions that violate personal data legislation are illegal.

Deploying systems with functions banned by Kazakh law is not allowed.

Goods، services، and works created with AI must be clearly labeled؛ the absence of labeling is an offense.

Fines at a glance

First-time offenses: individuals — 15 MCI (64،875 tenge)؛ small businesses and NGOs — 20 MCI (86،500 tenge)؛ medium businesses — 30 MCI (129،750 tenge)؛ large businesses — 100 MCI (432،500 tenge).

If repeated within one year: individuals — 30 MCI (129،750 tenge)؛ small businesses and NGOs — 50 MCI (216،250 tenge)؛ medium businesses — 70 MCI (302،750 tenge)؛ large businesses — 200 MCI (865،000 tenge).

Additional enforcement tools

For systemic violations by large companies، authorities may temporarily suspend operations or prohibit the use of a specific AI system.

How businesses can prepare

Label AI-assisted content across products and services.

Review data processing practices؛ update privacy policies and consent forms.

Assess risks، appoint a responsible officer، and provide staff with brief training on compliance.
