Kazakhstan Imposes Hefty Fine for Obstructing Emergency Vehicles
Drivers in Kazakhstan are now facing substantial penalties for parking violations that obstruct emergency vehicles. A fine of 10 Monthly Calculated Index (MCI) units، equivalent to 43،250 tenge، will be imposed on those whose vehicles impede the access of fire trucks and ambulances.

Vehicles parked in front of building entrances or along roadways significantly hinder the movement of essential emergency and fire-fighting equipment. Hindering Rescuer Operations
According to the Department of Emergency Situations of the Republic of Kazakhstan، Article 164 of the "Fire Safety Rules of the Republic of Kazakhstan" mandates that access roads and passages to buildings، structures، external staircases، and fire water sources must be kept clear and accessible for fire equipment. Failure to comply can have dire consequences.
These parking violations directly impact the ability of rescuers to reach incident sites promptly. It complicates the deployment of aerial ladders for evacuation and hinders the execution of necessary firefighting procedures. The consequences can be severe، potentially endangering lives.
Legal Framework and Consequences
Under Part 3 of Article 597 of the Code of Administrative Offenses of the Republic of Kazakhstan، violating traffic rules for stopping or parking، thereby obstructing the movement of other vehicles، can result in a fine of 10 MCI (43،250 tenge). This legal provision underscores the seriousness with which authorities are treating these offenses.
A stark reminder of the dangers occurred previously in Astana when improperly parked vehicles blocked a fire truck's access for 20 minutes. Tragically، this incident resulted in the deaths of three children and severe burns to their mother، highlighting the life-threatening implications of such violations.
