Kazakhstan Replaces Russia with Singaporean Consortium for Power Plant Projects

Russia will no longer participate in the construction of three major thermal power plants (TPPs) in Kazakhstan. The ambitious projects in Kokshetau، Semey، and Oskemen will now be undertaken by a Kazakh-Singaporean consortium.

Semey and Oskemen TPP Projects Progress

According to Vice Minister of Energy Sungat Yesimkhanov، EPC (Engineering، Procurement، and Construction) contracts for the TPP projects in Semey and Oskemen were finalized in early 2026. The contractor is expected to commence active work in the coming months. Orders for main equipment are slated for May، alongside the initiation of engineering surveys and site preparation.

The delivery of key equipment is anticipated from the third quarter of 2027، with the power plants scheduled to become operational by the fourth quarter of 2029.

Kokshetau TPP Development Underway

The Kokshetau project is currently in its preparatory and partial construction phase. Samruk-Energy reports that utilities are being installed and access roads have been built. Project design documentation is being finalized، with the construction of an administrative building planned for 2026.

Furthermore، a decision has been made to increase the plant's heating capacity from 520 to 820 Gcal. Corresponding amendments have been made to the contract with the contractor. The Kokshetau TPP is projected to be commissioned in the first quarter of 2029.

Who is Leading the Construction؟

Yesimkhanov confirmed that the Kazakh-Singaporean consortium will act as the contractor. The projects will incorporate modern technologies، including those from Chinese manufacturers.

"I believe that the partners of Samruk-Energy will not just pick any company. These are contractors with experience and access to technologies. There is individual responsibility for such projects،" he stated during a government briefing.

All three power plants are planned to integrate "clean coal" technologies and elements of artificial intelligence.

The Vice Minister later confirmed the complete cessation of Russian involvement in these projects، noting that contracts have already been signed. "EPC contracts have been signed for the three TPPs، and there are no Russian contractors. Kazakh contractors will be involved in the construction،" he said.

Yesimkhanov also disclosed the estimated costs for the projects. The Kokshetau TPP construction is valued at approximately 350 billion tenge، while the stations in Semey and Oskemen will each cost around 400 billion tenge، reflecting their significant capacities.

He emphasized that the projects will not directly draw on budget funds. "There are no budget funds under the program. The companies will attract funds themselves، invest، and we will start paying after commissioning، allowing them to repay their loans،" the Vice Minister explained.
