Kazakhstan's New Online Shopping Rules: What Temu، AliExpress Shoppers Need to Know

Kazakhstanis shopping on popular international platforms such as Temu، AliExpress، and iHerb will soon navigate a new set of rules. Starting from the second half of 2026، significant changes will be implemented across the Eurasian Economic Union (EAEU) concerning goods purchased from foreign online marketplaces. The Ministry of Finance has clarified what these upcoming regulations mean for consumers.

No Change for Purchases Under 200 Euros

For shoppers whose total purchase value remains below 200 Euros (approximately 114،000 tenge)، the process is expected to stay largely the same. This means the current system for low-value items will continue without alteration.

New Customs Declarations for E-Commerce

Goods acquired from foreign marketplaces will be categorized as 'e-commerce goods.' A new customs declaration form، specifically designed for these items، will be introduced. This declaration will allow for the inclusion of details for up to 999 different types of goods from a single individual. The process of submitting these declarations will be handled by newly established 'e-commerce operators،' who specialize in customs procedures.

Weight Limits Removed، Value Limit Remains

A notable change is the removal of the 31-kilogram weight restriction previously applied to imported goods. However، the duty-free purchase limit of 200 Euros per shipment will be maintained.

Taxation on Purchases Exceeding 200 Euros

For items costing more than 200 Euros، new tax rates will apply. A 5% customs duty and a 16% Value Added Tax (VAT) will be levied on the amount exceeding the 200 Euro threshold. For instance، a product valued at 250 Euros (around 142،500 tenge) would incur approximately 12.5 Euros (about 7،000 tenge) in duty and VAT. Similarly، a 500 Euro item (approximately 285،000 tenge) would be subject to about 25 Euros (around 14،000 tenge) in combined duty and VAT.

Currently، a single payment is applied to amounts exceeding the duty-free limit، calculated at 15% of the excess value. This current system will be replaced by the new duty and VAT structure.

Regulating Online Trade

The primary objective behind these new regulations is to bring greater order to the burgeoning e-commerce sector. Authorities aim to prevent the importation of commercial quantities of goods disguised as personal purchases. It's important to note that these changes will not affect goods sold through e-commerce platforms already operating within the EAEU، such as local marketplaces like Wildberries، Ozon، and Kaspi.kz.

The Ministry of Finance assures that for the majority of consumers ordering goods for personal use under the 200 Euro limit، the shopping and delivery experience will remain unchanged.
