Alatau City's Special Status: New Laws to Drive Economic Growth

A new legal framework is being established for the city of Alatau, granting it a special status aimed at fostering economic growth and attracting investment. The details of this unique governance model and its alignment with existing national legislation were recently discussed in the Parliament.

New Governance Model for Alatau

During a parliamentary session, concerns were raised by Member of Parliament Marat Bashimov regarding the specifics of Alatau City's special legal status. He highlighted that key sectors such as the economy, taxation, construction, ecology, and entrepreneurship would be regulated by administrative acts, prompting questions about their compatibility with Kazakhstan's current laws.

Economic Development as a Priority

Vice-Minister Kanat Bozumbayev clarified that this initiative forms the legal bedrock for Alatau City's development. He explained that matters crucial for attracting investors, such as financial infrastructure and land relations, will be managed through acts issued by a council. This council, established by presidential decree, will be chaired by the Prime Minister.

Safeguarding Fundamental Rights

Bozumbayev emphasized that while Alatau will operate with a distinct ecosystem designed for development, the fundamental rights and freedoms of its citizens will remain protected. The legal framework governing law enforcement, criminal procedure, family relations, emergency situations, and state power will continue to be strictly regulated by national legislation and will not be altered. The special status is primarily intended to boost economic and investment activities within the city.
