A routine cleanup operation along the Bolshaya Almatinka River in Almaty has unexpectedly turned into a significant environmental concern, creating a massive dust storm that has drawn public outcry and official intervention. The incident, which occurred on March 29th, has sparked widespread discussion on social media, prompting a response from the city's environmental authorities.
Public Outcry Over Cleanup Methods
The controversy began when an Almaty resident shared footage online showcasing the extensive dust clouds generated by the cleanup efforts. The resident criticized the contractor's methods, highlighting how dust and debris were being blown into residential areas. Concerns were also raised about the safety of pedestrians and children, as sidewalks were not adequately protected during the operation.
Environmental Department Investigates and Fines Contractor
In response to the public complaints, the Almaty Department of Ecology and Environmental Protection confirmed that the cleanup work was part of a larger reconstruction project for the Bolshaya Almatinka River channel, spanning 5.7 kilometers. The department identified violations of environmental regulations, specifically the failure to control dust emissions during the work.
An administrative report was filed against the general contractor, 'Pavlodar River Port' JSC, its subcontractor 'Makona Group' LLP, and the project manager for breaching Almaty's beautification rules. The company was fined under Article 505 of the Code of Administrative Offenses.
Contractor's History of Project Issues
'Pavlodar River Port' JSC has been involved in several large-scale state contracts in Almaty, with a total value exceeding 67 billion tenge. However, some of these projects have faced scrutiny and legal challenges.
One notable project involved the reconstruction of the Bolshaya Almatinka River channel, for which a tender was announced on September 16, 2024, with a contract sum of 7.143 billion tenge. This project has been marked by several public incidents.
Sairan Reservoir Beautification Project Delays and Fines
Another high-profile and costly project, the beautification of the Sairan reservoir, also faced significant issues. The contract, signed in December 2023 with a budget of 12 billion tenge, was initially slated for completion in 2024 but has seen multiple deadline extensions. In August 2025, the city administration took 'Pavlodar River Port' JSC to court for untimely and substandard performance. While a lower court ruled the company an unreliable participant in public procurement and imposed a fine of 23.1 million tenge, an appellate court later overturned this decision.
'Pavlodar River Port' JSC is also associated with other major projects, including the major repair of the Big Almaty Canal (BAK) and work on the Kargały River.
This incident highlights the ongoing challenges in managing large infrastructure projects and ensuring environmental compliance in Almaty.
