Former Kazakh Railway Exec Sought Internationally for Multi-Billion Tenge Fraud

New details have emerged regarding a criminal case against Azamat Kapenov, former Vice President of KazTemirTrans JSC. Kapenov, who is also reportedly the former son-in-law of ex-Kazakhstan National Security Committee head Karim Massimov, has been on the run since August 2024.

Massive Financial Damages Alleged

According to investigative findings, Kapenov allegedly exploited his position to grant undue advantages to companies under his control for the use of freight wagons. This resulted in damages exceeding 5.2 billion tenge for KazTemirTrans JSC.

The Agency for Financial Monitoring (AFM) stated, "Currently, Kapenov A.A. has been placed on the international wanted list. The court has issued an ex parte sanction for his arrest." To recover the damages and confiscated assets, the General Transport Prosecutor's Office has initiated proceedings to seize a terminal at the "Dostyk" station before a trial.

A ruling by the specialized inter-district court for criminal cases in Astana has transferred the seized property to state revenue. The investigation is ongoing.

The AFM highlighted that the confiscation of assets contributes to the implementation of Kazakhstan's transport and logistics potential development concept.

Who is Azamat Kapenov?

Azamat Kapenov was born on April 12, 1978, and holds Russian citizenship. Media outlets have identified him as the former son-in-law of Karim Massimov.

In August 2024, the Anti-Corruption Service (now the Anti-Corruption Service of the National Security Committee) announced a reward for information leading to Kapenov's capture. At that time, it was reported that he was wanted on suspicion of fraud.
