Kazakh Teachers Win Legal Battle Over Certification Results

A group of approximately thirty teachers in the East Kazakhstan region have won a legal victory against their certification commission, successfully proving their eligibility for the 'teacher-researcher' category. A court has declared the commission's decision to lower their professional categories unlawful and has ordered the education department to reinstate their previous statuses.

Court Overturns Category Demotions

The specialized administrative court of the district found the attempt to downgrade the teachers' categories to be illegal. The court's ruling mandates that the education department must recognize the teachers as belonging to the 'teacher-researcher' category within one month. This decision is pending its official entry into legal force.

Procedural Flaws in Commission's Work

The court also issued a separate ruling concerning the Ministry of Education. It was revealed that the commission's meeting minutes were not sent to the teachers' personal accounts or email addresses. Furthermore, the teachers' portfolios were reviewed for a period between May and October 2025, rather than the expected January-August timeframe. Audio and video recordings submitted to the court only showed the voting process by commission members, without identifying the specific teachers involved or documenting the portfolio review process.

Financial Penalties and Previous Protests

The education department has been fined 10 MCI (Monthly Calculation Index), amounting to 43,250 tenge. This legal challenge follows a broader wave of discontent in November 2025, when hundreds of teachers protested their certification outcomes, which had seen their categories reduced to 'teacher-expert'.
