Kazakhstan-British Technical University Building Returned to State Ownership
The prominent building housing the Kazakhstan-British Technical University (KBTU) in Almaty has been transferred to state ownership. This significant development raises questions about its impact on the educational process, tuition fees, and the university's future trajectory.
Building's Transfer and Share Ownership
In late January, the Nursultan Nazarbayev Education Foundation (NNEF) voluntarily transferred the KBTU building to the state, citing its architectural, cultural, and public significance. While the building now belongs to the state, the university's shares remain under the ownership of the foundation. The Ministry of Science and Higher Education confirmed this arrangement, emphasizing that the foundation's continued ownership of the shares ensures continuity in the university's development strategy, management stability, and its policy of reinvesting in education and research.
Impact on University Operations
Officials have stated that the transfer of the building to state ownership will not affect the university's corporate governance structure. The foundation is reportedly in discussions with the Almaty city administration regarding the future of the building. The current preservation and maintenance of the structure will adhere to the requirements outlined in the Law on the Protection and Use of Objects of Historical and Cultural Heritage.
Future Campus Plans
Looking ahead, plans are underway to construct a new, modern campus for KBTU. The university, in collaboration with the Almaty city administration, is currently identifying a suitable plot of land. Construction of the new campus is expected to commence once the land allocation process is finalized.
University's Ownership History
KBTU was initially established as a state project. In 2003, it was transferred to the KazMunayGas company. Subsequently, in 2018, the university's shares were acquired by the Nazarbayev Foundation. While reports in February 2025 indicated the building's return to state ownership, the Ministry of Science has clarified that the NNEF remains the ultimate owner of the shares.
Tuition Fees and Educational Continuity
The transfer of the building is not expected to lead to an increase in tuition fees. The university aims to maintain current fee levels, recognizing the social importance of education. Furthermore, this change will not impact the educational process, staffing, working conditions for faculty and staff, or the existing educational programs.
