Kazakhstan's Deputy Prosecutor General, Galymzhan Koygeldiyev, has shed light on the country's decision to extradite activists to Russia, addressing public concerns and outlining the legal framework governing such sensitive cases.

Koygeldiyev emphasized that the extradition of individuals, such as Mansur Movlayev, involves a meticulous examination of all submitted materials and evidence. Before proceeding with any extradition, Kazakhstan secures necessary guarantees from the requesting country, in this instance, Russia.

The process is described as complex, beginning with an extradition arrest followed by an extradition investigation. During this phase, all circumstances are thoroughly investigated. A crucial part of this process involves assessing any claims for refugee status. Koygeldiyev noted that such applications have historically been unsuccessful in similar cases.

Furthermore, Koygeldiyev stated that Kazakhstan takes seriously any allegations of potential persecution. The country consults recommendations from international human rights organizations and rigorously investigates such claims before making a final decision. In the case of Yulia Emelyanova, who was wanted in Russia for theft, her appeals for refugee status were not only rejected but she also did not pursue further appeals.

Background on Asylum Rejection

It was previously reported that both Movlayev and Emelyanova were denied asylum in Kazakhstan, with the decision finalized on December 31, 2025.
