Kazakhstan: Former Presidential Residence Becomes Child Support Center
A decision made in 2023 to repurpose former presidential residences across Kazakhstan for the benefit of children has encountered unexpected hurdles in the Aktobe region. While the initiative has seen success elsewhere, the Aktobe situation has become complicated, leaving questions about the fate of a significant property.
The Property's Location and Ownership Issues
The former presidential residence, situated along the Zhaman-Kargaly river, was found to be located on land belonging to the "Kazkhrom" company. This complicated matters significantly, leaving the state with only one building and a small plot of land initially.
Initial Plans and Unforeseen Obstacles
The original plan was to transfer the residence to the "Umit" orphanage. However, legal and infrastructural challenges prevented this from happening. Subsequently, the regional administration cited that the building did not meet the requirements for children's institutions, noting its small size, remote location outside the city, and accessibility issues.
A Property Exchange for a New Purpose
As a result, a property exchange was arranged between the administration and "Kazkhrom." The state relinquished its building and land parcel to the company in return for two administrative buildings in Aktobe city. These buildings now house the "Zhan Ahualy" center, dedicated to providing psychological support for children.
The New Center's Services and Unanswered Questions
Hundreds of millions of tenge were allocated from the budget to equip and renovate the "Zhan Ahualy" center. The center offers free psychological assistance to children, adolescents, parents, and educators, and operates a hotline. Despite its services, some aspects remain unclear, as the administration did not provide images of the former residence or the new center. Additionally, certain expenditures, such as the purchase of vehicles for the center, appear unexplained.
Media reports previously indicated that former heads of the Aktobe region resided in the area of the former presidential residence. Inquiries revealed that the current governor operates from a private apartment.
Ultimately, the situation in Aktobe demonstrates a shift from directly transferring the residence to pursuing a property exchange and seeking a more suitable alternative for child welfare initiatives.
