Kazakhstan to Notify Debtors Before Freezing Bank Accounts

Kazakhstan is introducing a new measure to ensure citizens are notified before their bank accounts are frozen due to outstanding debts. This change aims to provide debtors with advance warning, allowing them to address the situation before their funds are inaccessible.

Advance Notification System

Under the new regulation, approved by members of the Majilis (Parliament) as part of amendments concerning notary services, debtors will receive a copy of the enforcement record. This notification will be delivered through two primary channels: the e-government portal and via SMS message.

Protecting Citizens' Rights

Previously, many individuals only discovered that an enforcement record had been issued against them after their bank accounts were already frozen. This new system is designed to increase transparency in enforcement proceedings and better protect the rights of citizens by ensuring they are informed in a timely manner.

Implementation Details

MP Nurlan Baideldinov explained that the system will confirm the delivery of these notifications. Currently, a pilot project is underway to automate the sending of SMS messages, paving the way for the full implementation of this debtor notification process.
