Kyrgyzstan Overhauls National Security Committee to Boost Prestige

Kyrgyzstan is set to undergo a significant reform of its National Security Committee (UKK), a move President Sadyr Japarov says is crucial for enhancing the agency's prestige and operational effectiveness.

Addressing Public Perception

President Japarov acknowledged public criticism regarding the frequent display of identification by UKK officers, which has been perceived as damaging to the agency's image. He stated that he has repeatedly addressed this issue with the former head of the UKK, Kamchybek Tashiev.

"I told him, 'Friend, raise the prestige of the UKK. Its authority should be like that of the KGB of the USSR. Otherwise, UKK officers are showing their IDs even at roadblocks. We need to get rid of such criticism,'" Japarov recounted.

Focusing on Core Functions

The upcoming reforms will extend beyond simply removing the former Border Service and State Security Service from the UKK's purview. The committee will concentrate on its primary responsibilities: intelligence and counter-intelligence, protecting the constitutional order, and combating terrorism, extremism, banditry, and drug trafficking. While investigative powers in these areas will be retained, the UKK will no longer interfere in economic matters.

Establishment of a New Investigative Committee

Furthermore, President Japarov announced the creation of a new Investigative Committee for the republic. This new body will assume the primary functions of investigation, aiming to ensure the independence of investigative bodies.

"The Investigative Committee will report directly to the President. This is a step for the future. If investigators receive 'unprepared' or 'fabricated' cases from operational units or ministries, they will not accept them. This will allow for fair decisions to be made," the president explained.

Timeline for Reforms

The comprehensive reform is planned to commence next year. This timing is strategic, as Kyrgyzstan is scheduled to host the SCO summit and the World Nomad Games this year.
