Project Ownership and Past Allegations

The 'Dream Asia Group' has two listed owners: Kim Eng Nam and Bagdat Manzorov. While information on Kim Eng Nam is limited، Bagdat Manzorov has a notable public record. He previously served as the Akim (mayor) of the Almaty district and has been the subject of media attention regarding past criminal investigations.

Manzorov's Career Path

Manzorov's career began as a coach before he moved into management roles، including leading 'Shagan' Trading House LLP. He later held positions as Deputy Akim and Akim of the Koksu district in the Almaty region. From 2008 to 2017، he served as the Akim of the Alatau district in Almaty city. More recently، he worked as a Deputy Akim of the Almaty region from 2019 to 2020.

Past Investigations and Legal Challenges

In September 2019، Manzorov was detained on suspicion of accepting a bribe. However، the criminal case was dropped the following month due to insufficient grounds for prosecution. Despite a subsequent request from the Anti-Corruption Service to review this decision، it was not granted. In 2022، media reports indicated a new criminal case was opened against Manzorov under fraud charges، but pre-trial investigation was not registered.
