Kalkaman-2 Residents' Fears of Forced Demolition Unfounded، Officials Say
Residents of Almaty's Kalkaman-2 microdistrict have expressed alarm following the discovery that their land category was changed from individual housing to multi-story building construction. This news sparked protests and video appeals from residents fearing their homes would be demolished. However، developers of the city's master plan have stated that no multi-story buildings are planned for this area and forced evictions will not occur.
Residents' Concerns
The residents' video appeals highlighted two main issues: their opposition to the construction of high-rise residential complexes in their neighborhood and their belief that the area is unsuitable for tall buildings due to its location on a seismic fault line.
According to the residents، they learned about these changes during public hearings held in December regarding amendments to the city's master plan. The presented map indicated that the Kalkaman-2 area was designated for multi-story construction، not individual housing. This shift raised fears that approximately 1،500 homes could be subject to demolition.
"We found out about these changes just before the New Year when the 'Almatygenplan' institute was preparing to approve the master plan. We asked the district architect why multi-story construction appeared in our area instead of individual housing. He explained it was based on a detailed planning project approved in 2023. However، we have never seen or heard of this project، so we consider it invalid،" stated Kalkaman-2 residents.
They question why an area with established infrastructure، utilities، roads، and power lines for 20 years cannot retain its status for individual housing. They are also perplexed about who planned multi-story construction in an area known to be above a seismic fault.
Seismic Faults Addressed
The 'Almatygenplan' institute confirmed the presence of seismic faults in the Kalkaman-2 area، citing data from the National Scientific Center for Seismological Observations and Research. However، institute specialists clarified the fault locations and emphasized that، in accordance with construction norms، multi-story buildings are not planned in the immediate fault zones. Only buildings up to four stories are permitted in certain areas.
Purpose of Land Category Changes
As part of the project to amend the master plan for Almaty's development، a significant part of the Kalkaman-2 district is designated to become a Southwest polycenter. This initiative aims to implement the 'city without outskirts' principle، meaning each district will have its own developed infrastructure.
According to the Almaty Urban Planning Department، the detailed planning project approved by decree on December 29، 2023، places the Kalkaman-2 area within zones O-1، Zh-5، and Ts-3. Zone Zh-5 permits the construction of multi-apartment residential buildings of 6-12 stories. However، these plans are projected for completion by 2040، and currently، there are no investors for these projects.
No Forced Demolition in Kalkaman-2
Daniyar Yeskaliyev، director of 'Almatygenplan،' stated that the Kalkaman-2 district is not subject to forced demolition. Houses will not be demolished without the voluntary consent of the residents. If land acquisition for state needs arises، it will be handled in accordance with the Land Code.
He also noted that residents' proposals and opinions are taken into account during public discussions for the master plan development.
