Kazakhstan Road Construction Faces Billions in Mismanagement and Fraud

A recent audit into Kazakhstan's road construction sector has uncovered significant financial misconduct and a failure to complete numerous projects، raising serious concerns about the management of public funds.

Widespread Financial Irregularities Identified

An external analysis، covering everything from initial design to construction and quality control، revealed that the estimated cost of road construction projects across the country was inflated by nearly 11 billion tenge. This points to potential overspending and mismanagement at various stages of project execution.

Unfulfilled Projects and Wasted Investment

The investigation also highlighted that 362 road projects، for which 23 billion tenge had already been allocated for development، remain unrealized. This represents a substantial loss of public funds and a failure to deliver promised infrastructure improvements to citizens.

Concerns Over Uninspected Construction

Further compounding the issues، 324 construction sites، with a total value of 27 billion tenge، were found to have proceeded without mandatory state expertise or inspection. This raises critical questions about the safety and quality standards of the roads being built.

Contractor Deception and Massive Contract Values

The audit also exposed that 70 companies involved in road construction provided false information about their experience to secure contracts. The total value of contracts awarded to these potentially unqualified companies amounts to approximately 408 billion tenge، indicating a systemic issue in the procurement process.

Legislative Reforms and Future Oversight

In response to these findings، authorities have introduced legislative amendments. Starting in 2026، specialists conducting technical and author supervision for road construction will be held accountable at the level of civil servants. Furthermore، the use of roads that have received warnings from the 'National Quality Center' will be prohibited.

Enhanced Material Tracking and Transparency

A new system for the quantitative accounting of road construction materials is also being implemented. This system will store data on the origin of materials and the results of laboratory tests، aiming to improve transparency and accountability. These measures are expected to ensure that over 360 billion tenge allocated for road infrastructure development in 2026 are utilized openly and efficiently.
