96-Year-Old WWII Home Front Worker Denied Victory Day Payment Due to Data Glitch
In Oral, a 96-year-old home front worker, Sandesh Zhapasheva, was unexpectedly excluded from receiving a 50,000 tenge payment intended for Victory Day celebrations. The veteran, who dedicated her life to education and public service, found herself missing from electronic databases, effectively erasing her from official records.
A Decorated Career Overlooked
Zhapasheva is a distinguished educator, former school principal, and recipient of multiple awards, including the Order of the Red Banner. She was also a deputy of the Supreme Soviet of the Kazakh SSR. Despite her significant contributions, the 96-year-old did not receive the customary Victory Day payment or even a congratulatory message.
Technical Glitch or Systemic Failure?
Her grandchildren, seeking to understand the situation, were informed by the Public Service Center (TsON) that a technical malfunction was the cause. They were told that their grandmother had disappeared from the system. "The payment itself isn't that important to us, as it's not a huge sum. But it hurt her that no one came to congratulate her. She often talked about it," shared her grandson, Yerner Aldekeshev.
Systemic Issues in Benefit Allocation
Officials from the employment and social programs department explained that the process for creating recipient lists has changed. Previously, lists were generated through accounting based on data from the State Center for Pension Payments (GCVP). Now, electronic requests are made from state information systems. However, Sandesh Zhapasheva's data was not included in the new system.
Galina Kurochkina, head of the material and housing assistance sector at the Oral employment department, stated, "They contacted us on May 14th and said registration was done. But if I make a request, a person registered after May 9th won't be included in this list."
A Digital Oversight
Archives at the local regional studies museum hold memories of Zhapasheva's achievements, including her medals, certificates, and photographs, which were often displayed during holidays. The current situation left the impression that a single digital error had relegated a living person to the archives. The employment department has requested information from the migration service to determine if there was a program error or why her registration was lost. If the mistake is confirmed, the payment will be issued.
This incident highlights the challenges and potential pitfalls of relying solely on digital systems for social benefits, especially for the elderly population.
