A former judge in the Almaty region is at the center of a growing controversy after refusing to vacate a state-provided apartment following the end of his judicial term. Tursynbay Seksenbayev reportedly intends to privatize the property, sparking public outcry and legal questions.

Dispute Over State Property

The situation came to light when Bekzhan Zyunissov, a deputy of the Raimbek District Maslikhat (local representative body), raised concerns about the former judge's actions. According to Zyunissov, Seksenbayev has not only refused to leave the state-owned residence but also appears to be seeking its privatization.

Zyunissov recounted receiving a personal call from the ex-judge after bringing the matter to public attention. He described the conversation as confrontational, with Seksenbayev allegedly emphasizing his influence and readiness to resist any attempts to reclaim the apartment.

"I hoped he would speak constructively, as someone who respects the law, but he repeatedly demonstrated his superiority and readiness to oppose me. Frankly, he implied that one should not hope for justice," Zyunissov stated.

The deputy also claimed that Seksenbayev alluded to support from certain government officials, suggesting his position was unassailable.

Legal Response Deemed Unsatisfactory

In response, Zyunissov submitted a formal inquiry through the e-Otinish portal to the Almaty Regional Court. However, the court's reply did not resolve the issue. Officials stated that since Seksenbayev is no longer a judge and has retired, no disciplinary action could be taken against him in his former capacity.

Zyunissov reiterated that the former judge is determined to keep the state apartment and has indicated that local authorities and deputies are powerless to reclaim it, threatening to pursue the matter legally if challenged further.

Public Concern and Precedent

The deputy expressed concern that such incidents could set a dangerous precedent, undermining the principle of equality before the law. "If such situations are ignored, it sends a signal to society that individuals can disregard the rules," he warned, calling for a legal assessment of the case by the relevant authorities.

This dispute has generated significant public discussion in the district, with residents awaiting a clear response from official bodies and an explanation regarding the status of the contested housing.
